Public outbound boundary for registry-backed AEAT fichero-BOE rendering.

AEAT remote submission and write-shaped portal walks are permanently forbidden. The local submission lifecycle is owned by domain.submission, including domain.submission.engine.SubmissionEngine, domain.submission.preflight.Preflight, and domain.submission.errors.SubmissionPreflightError. Any live-write attempt is refused at the core access gate by core.access_gate.errors.LiveSubmitForbiddenError.

Inert namespace. The renderer is reached at registry_record_renderer, which raises the domain export refusal. Fixed-width value semantics are owned by domain.calculations.registry.
