IVA catalogue access through committed registry data.

load_iva_rules_from_manual() preserves the manual-loader entry point while delegating to resolve_catalogue() and returning the reviewed IvaCatalogue for the requested filing year.

load_iva_rules_from_manual(year, *, settings=None)

Load the reviewed IvaCatalogue for year.
